Save the Children in Serbia seeks a Consultant/s
The post holder is expected to support programme design, conduct an analysis of implementation of the UN Guidelines for the Alternative Care of Children in refugee emergency context in Serbia and prepare a report with recommendations for further development and improvement of alternative care arrangements within the given context.
• Design methodological framework
• Plan and design data collection process
• Identify main sources of information
• Contact main stakeholders from government and non-government sector and conduct individual and focus group interviews in order to get qualitative data to be integrated into the analysis
• Establish links with main stakeholders responsible for providing direct psychosocial sup-port to children from refugee and migrant population and conduct participatory consul-tation with children
• Collect available data from government and non-government sector and analyse imple-mentation of the UN Guidelines for the Alternative Care of Children in refugee and mi-grant context in Serbia, identifying key limitations, gaps, challenges, best practices and lessons learnt
• Develop final report with key recommendations developed based on the findings, desk research and collected information.
Duration of the post:5 months
CHILD SAFEGUARDING:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
The successful candidate should have the following knowledge, skills, and abilities through a combination of formal schooling, self-education, prior experience, or on-the-job training.
• University degree in the field of social or humanistic sciences (M.A. or PhD in relevant field is an advantage);
• Minimum of five years’ experience in conducting research in different aspects of the field of social protection system;
• Experience of working in the field of children without appropriate care
• Extensive experience in social research, including designing and employing both qualita-tive and quantitative data collection methods and tools which are participatory and sen-sitive to the needs of children.
• Fluency in English and Serbian;
• Strong commutation skills, with the ability to communicate detailed concept clearly and concisely both in writing and verbally
• Background knowledge of the refugee and migrant situation in Serbia;
• Strong analytical and creativity skills;
Interested consultant should develop and submit the bidding proposal in English language to respond to above mentioned specific tasks. The bidding proposal should include:
1. Description and contact details of a consultant applying
2. Statement confirming that the candidate is able to deliver requested tasks in the re-quested timeframe
3. A detailed Budget Proposal (in the required form)
4. CV (maximum 3 pages) emphasizing relevant experience
5. Motivation letter (maximum 1 page)
6. Proposed methodology for this research (maximum 2 pages).
Past performance in similar areas of a consultant applying with reference of previous contracting agencies/organizations.
